General. Circular despatch of
14th Dec. 1937.
Hong Kong is the most practical one for the present.
(c) the study of Chinese by non-Chinese teachers.
Language study allowances are being given for this,
and the matter is set out in detail in para. 6 of the
despatch. This despatch is complemented by the
Governor's despatch in reply to our circular on the
secondary school certificate examination and the
teaching of English in secondary schools.
On this
important question of the reform of secondary education
the comments of the Director on the circular seem to
me somewhat inadequate, but no doubt this will be taken up more fully by Mr. Solliqould be circulated the A.C.E.CO
